    This is like what, iteration 3 or 4? The stupid precalculation table is finally gone though!

    Forum categories no longer always inherit parent permissions like they used to (poorly).
    The new system inherits permissions of a parent, unless it has its own.
    This essentially means that a blocked off category like Staff could contain a discussion board publicly accessible.
    Unsure what the point of that would be, but it's mechanically less complex and easier to understand and implement!
    If I remember correctly this is also basically how phpBB does it, so I would consider that a plus.
